Shiny Pokémon are rare versions of Pokémon in Pokémon go that have modified looks. They are called shiny because they generally add a slight sheen, making them stand out more than the normal versions.
Shiny Rates
Apart from the Pokémon that don’t have shiny versions in the game, every Pokémon has a base shiny rate that tells you how often you’ll see a shiny version. Turtwig is a relatively common Pokémon, so they don’t have to boost their rate. They are at the default shiny rate of1 in 500(about 0.20 percent). So, for every 500 Turtwig, you catch, you’ll probably only get one shiny version.
Grotle and Torterra are rarely seen in the wild, so you will very rarely run into a shiny version. Chances are, the only way you’ll be able to get a shiny version of them is by evolving a Shiny Turtwig.

How to Get Shiny Turtwig
There is no way to force a Shiny Turtwig to appear. Instead, players must simply play the game to hope to run into one. However, players can use a few tricks to make it easier to find them.
