The “Boatman” is a figure that has been hinted at multiple times throughout Tsurumi Island’s story. He maneuvers the boat that will ferry people away from the Sea of Fog, into the golden land of dreams. In reality, the “Boatman” is a spirit that sends lost souls to the afterlife.
CompletingThe Sun-Wheel and Mt. Kannawill prompt the “Boatman” to appear at the foot of Shirikoro Peak. His exact location is marked up in the image below.

The “Boatman” is the last leg of the illusion Hidden Exploration Objective, so his part won’t activate until you’ve completed all the other related Objectives:

After completingall eight, speak with the “Boatman” to trigger a cutscene where all of the island’s illusions disappear to the afterworld. It will grant you a Precious Chest and unlock the AchievementLovely Sights, Further Than the Eye Can See.
